CITY COUNCIL MINUTES
JANUARY 14, 2019

The Wellington City Council met Monday January 14, 2019 at 7:00 p.m. for a regular monthly business meeting. The meeting was held at the City Hall, 101 East Fourth St. Mayor Peterson opened the meeting with the Pledge of Allegiance.

In attendance were Mayor Richard Peterson, Council members Wm. Roy Barker, Randy Florence, A. Kent Rogge and Dave Russell, City Collector Mark Schroer, City Clerk Sharon Barker, Police Chief Josh Coen, employees Wilson Jones Jr, Mark Adkison and Rollin Blacketer. Visitors present were Ruth Beamer and Joe Thornburg

Motion was made by Florence and seconded by Rogge to accept the agenda with additions. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Motion was made by Councilman Barker and seconded by Russell to approve the minutes of the regular meeting and closed meetings of December 10, 2018. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Joe Thornburg addressed the council regarding Emergency Management and Wellington Fire Department. He requested that the two entities be added to our Facebook page. He was asked to go in and request to be added and it would be approved.

Thornburg stated that the storm sirens need to be updated this year. Test dates for the storm sirens will be on the 1st Wednesday of the month at 11:30 a.m. from March through September. There will also be tests at 6:00 p.m. on March 6th and June 5th.

Thornburg stated that the American Legion will have a flag retirement ceremony in June. Date and time will be announced later.

Department Reports:

Water/Sewer Department

* Wilson Jones’ report for December 2018 was in the Council packets. There were no questions.

* Jones stated that all of the reports for 2018 have been submitted to proper authorities.

* Water usage comparison report was in the council packets and the ground tank records were available at the meeting. It was noted that the water loss for 2018 was 8.40%. There were no questions.

* Mayor Peterson reported on the lagoon project. Jim Ross from Bartlett & West sent an update to be signed regarding the lagoon project. Motion was made by Florence and seconded by Councilman Barker to have the mayor sign the contract with Bartlett & West.

* Adkison reported that the Ford is in need of tie rods and it has been sent to a shop to be fixed.

* The to-do list for Adkison and Blacketer is to plow the snow to the edge of all roads to widen them for residents. Keep up the good work on the snow removal. The Council received lots of positive comments about the job done this weekend and to continue with regular duties.

Cemetery Department

Nothing to report.

Street Department

Mayor Peterson will order additional sand and salt mixture as there is another storm coming later this week.

Animal Control

* A letter of resignation was in the packets from Tara Miller, Animal Control Officer

* A person has applied for the position and his application was in the packets. His hiring will be discussed in closed session.

* Mayor Peterson announced that Pit Bulls are still a problem.

Police Department

* Monthly report was in the packet and reviewed prior to meeting. There were no questions regarding the report.

* Chief Coen reported the police department had recovered a stolen car and the people who took it are in police custody.

* Chief Coen reported all new uniforms are in and being worn by all officers as of December 15, 2018 and new abatement forms have been ordered.

* It was reported that gravel needs to be put by the entrance door to the garage.

Collector

* City Collector Mark Schroer gave his report for December.

* Check was received from Lafayette County for taxes in the amount of $22,296.49 and a check from W-N R-9 School had been received in the amount of $2,209.59 for water for the football field in 2018.

* The Council reviewed the delinquent water bill report.

* Schroer stated that a business that was annexed into the City in July has still not purchased a liquor license. They will be contacted again.

Review

Florence made a motion, seconded by Rogge to accept the Financial Report and current bills with additions. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Other Business

* Clerk Barker reminded the council of the upcoming April election. Her office will be open tomorrow from 8:00 am to 5:00 pm as it is the final day for filing.

* A former Wellington resident, Milford Schwartz celebrated his 100th birthday today. A Proclamation has been prepared and approved by council members. Mayor Peterson will present it to Milford on Sunday as his family is having an open house for him that day.

* Walter Schley from Military Order of the Purple Heart Department of Missouri has contacted us as Joe Thornburg had recommended inquiring if we are interested in being a Purple Heart City. There is no cost except for signs and the Wellington Fair Board has graciously offered to collect money for us. The signs cost $100.00 each and 3 are needed as well as posts to attach them to. If there are any extra funds donated they will be used for their Christmas Light project. Motion was made by Florence and seconded by Councilman Barker to prepare the Proclamation and contact the Fair Board that we appreciate their offer. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* Mayor Peterson announced that the new agreement for the Skid Steer was received today. It will be a one year lease as before covering 500 hours for $6,000.00. Motion was made by Russell and seconded by Rogge to have the agreement signed and proceed with the lease. . Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* Clerk Barker stated that our Bond has been paid in full. Motion was made by Florence and seconded by Russell to continue to deposit $3,000.00 from the water/sewer fund to the bond fund but to rename the fund from bond to reserve. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* First half of fiscal year ended on December 31, 2018 and financial reports were in the council packets. Motion was made by Rogge and seconded by Florence to approve the reports and send them to the newspaper for publication. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye. A second motion was made by Russell and Seconded by Councilman Barker to approve the reports and send them to the newspaper for publication. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye. Both votes were roll call votes.

* Discussion was held on which newspaper to send the financial reports to. We had a problem with The Odessan in the past and Mayor Peterson reported that they had agreed to refund ½ of the charge and to credit our account the $1.00 charged for billing. The Odessan delivers over 3 times the papers that The Lexington News does. Based on that information a motion was made by Florence and seconded by Councilman Barker to have the reports published in The Odessan in a 3X12 column if possible. Motion carried 4-0 in favor. * Mid-year budget adjustments were presented to the council for approval. After discussion Rogge made a motion seconded by Florence to approve the budget adjustments. . Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* Motion was made by Councilman Barker and seconded by Russell to adjourn the regular meeting and to go into closed meeting regarding personnel issues. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Regular meeting adjourned at 8:29 pm to go into closed session.

* Regular meeting resumed at 8:43. Motion was made by Russell and seconded by Councilman Barker to hire Dallas Heuser as Animal Control Officer. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* With no further business motion was made by Florence and seconded by Councilman Barker to adjourn. Roll call vote. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Mayor Peterson declared the meeting adjourned at 8:45 p.m.
