CITY COUNCIL MINUTES
AUGUST 13, 2018

The Wellington City Council met Monday August 13, 2018 at 7:00 p.m. for a regular monthly business meeting. The meeting was held at the City Hall, 101 East Fourth St. Mayor Peterson opened the meeting with the Pledge of Allegiance.

In attendance were Mayor Richard Peterson, Council members Wm. Roy Barker, Randy Florence, and A. Kent Rogge, City Clerk Sharon Barker, City Collector Mark Schroer, Police Chief Josh Coen, employees Wilson Jones Jr, Mark Adkison, Rollin Blacketer and Tara Miller. Visitors present were Ruth Beamer and Dawne Jones. Joining the meeting at 7:20 was Dave Russell and joining at 8:07 were Paul, Nicci, Grant and Kase Young.

Motion was made by Councilman Barker and seconded by Rogge to accept the agenda. Motion carried 3-0 in favor. Councilman Barker aye, Florence aye, and Rogge aye.

Motion was made by Rogge and seconded by Florence to approve the minutes of the regular meeting of July 9, 2018 and Closed Meeting of July 9, 2018. Motion carried 3-0 in favor. Councilman Barker aye, Florence aye, and Rogge aye.

Prior to the meeting, a Public Hearing was held regarding the proposed tax rate. No citizens attended.

Motion was made by Rogge and seconded by Councilman Barker to approve the proposed tax rate. Motion carried 3-0. Councilman Barker, aye, Florence aye and Rogge aye.

Department Reports:

Water/Sewer Department

* Wilson Jones’ report for July 2018 was in the Council packets. Everything looks good. The council had no questions regarding it.

* Wilson Jones stated that water samples were taken 8-1-18 and they were good. He reported that the 1st lagoon cell was almost full but cells 2 & 3 were down 1 to 1 ½ feet.

* Wilson Jones reported that weeds are starting back but he saw no thistles.

* Ground tank records and water usage comparison report was in the council packets. There were no questions regarding the report.

* Adkison and Blacketer reported there were no problems at the present time with equipment. Adkison suggested we purchase more blacktop for the streets.

* The to-do list for Adkison and Blacketer is to pick up more asphalt as needed, put up signs when received and continue with their normal daily work.

Street Department

Motion was made by Florence and seconded by Councilman Barker to order 16 signs from Econo Sign. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Animal Control

* Tara Miller, Animal Control Officer stated everything was good.. She has had a positive response on the Facebook page.

* Miller asked for permission to apply for a grant for the Feral program. She was told to go ahead and apply.

Cemetery Board

* Schroer reported there had been one burial last month.

Police Department

* Monthly report was in the packet and reviewed prior to meeting. There were no questions regarding the report.

* Chief Coen stated he is working on pursuit and domestic violence procedures. He also stated that Reserve Officer Ashley has resigned.

* Chief Coen reported that he would like to purchase stop sticks, uniforms, badges, collar brass name Badges and a fax machine.

* Chief Coen reported that the walk-in door at the garage is not properly installed and there is a problem with the garage door and keypad not being lined up. Mayor Peterson will contact the installer for the walk in door and Chief Coen is to call Overhead Door in Odessa regarding the garage door.

* Motion was made by Russell and seconded by Florence for Chief Coen to order 1 long sleeve and 1 short sleeve shirt and a pair of pants for each reserve officer. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* Motion was made by Florence and Seconded by Councilman Barker for Chief Coen to order badges and brass for uniforms. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* The stop sticks were tabled until next meeting when we receive more information from our Insurance Company.

* Florence made a motion seconded by Russell that Clerk Barker contact Century Link to discontinue phone line at City Shed and have another line put in at police department for their fax. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Collector

* City Collector Mark Schroer presented his report for July 2018. He reported that a check was received from Lafayette County for property taxes in the amount of $517.50.

* Schroer submitted the delinquent water bill report for review and discussion.

* Schroer reported that there will be 2 pieces of property sold on the Lafayette County Courthouse steps on Monday, August 27, 2018 at 10:00 a.m.

* Schroer reported that his office will be closed Monday September 3, 2018 in observance of the holiday.

Review

* Russell made a motion, seconded by Councilman Barker to accept the Financial Report and current bills with additions. Motion carried 4-0 in favor. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Budget adjustment proposals were in the packets. Rogge made a motion seconded by Florence to approve the increases in the budget. Motion carried 4-0 in favor. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye

Other Business

* First reading of Resolution 2018-02, A Resolution Of The City Of Wellington Adopting The Lafayette County Multi-Jurisdictional Hazard Mitigation Plan was held. Motion was made by Rogge and seconded by Florence to approve the Resolution. Roll call vote. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* Second reading of Resolution 2018-02, A Resolution Of The City Of Wellington Adopting The Lafayette County Multi-Jurisdictional Hazard Mitigation Plan was held. Motion was made by Florence and seconded by Russell to approve the Resolution. Roll call vote. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

* Mayor Peterson reported that at 9 am tomorrow morning, August 14, 2018 there is a meeting scheduled at City Hall with our engineers, the Niendick family and their engineer. If any council members are available he asked them to attend.

* Mayor Peterson reported the tree on Bluff and 5th Streets was not removed as promised. He was told to contact Janes Tree service as well as other tree services so the hazard could be removed.

* The Young family joined the meeting at that time. Mr. Young had applied for the position of Reserve Police Officer and his application was in the packets.

* Young stated his qualifications and answered all questions the Mayor and Council members had.

* Motion was made by Rogge and seconded by Russell to hire Paul Young as Reserve Officer.

Motion carried 4-0. Roll call vote. Councilman Barker aye, Florence aye, Rogge aye and Russell aye. Young will fill out paperwork after the meeting with Clerk Barker and Chief Coen.

With no further business motion was made by Florence and seconded by Russell to adjourn. Roll call vote. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Mayor Peterson declared the meeting adjourned at 8:20 p.m.
