CITY COUNCIL MINUTES
JUNE 11, 2018

The Wellington City Council met Monday, June 11, 2018 at 7:00 p.m. for a regular monthly business meeting. The meeting was held at the City Hall, 101 East Fourth St. Mayor Peterson opened the meeting with the Pledge of Allegiance.

In attendance were Mayor Richard Peterson, Council members Wm. Roy Barker, Randy Florence, A. Kent Rogge and Dave Russell, City Clerk Sharon Barker, City Collector Mark Schroer, employees Mark Adkison, Rollin Blacketer and Tara Miller. Visitor present was Bryce Sowerby.

Motion was made by Florence and seconded by Councilman Barker to accept the agenda. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Motion was made by Florence and seconded by Councilman Barker to approve the minutes of the regular meeting of May 14, 2018 and Closed Meeting of May 14, 2018. Motion carried 4-0 in favor. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Bryce Sowerby addressed the council regarding his Eagle Project for Scouts of America. A few things he could do were suggested by the council. Scout Schaberg has found a different project so Sowerby was told he could paint the bandstand and food stand at the park. It was also suggested that he contact the Lion’s Club about painting bleachers. When he is ready to do the park project he will notify the council and council will obtain the supplies needed.

Department Reports:

Water/Sewer Department

* Wilson Jones’ report for May 2018 was in the Council packets. Everything looks good. The council had no questions regarding it.

* Ground tank records and water usage comparison report was in the council packets. There were no questions regarding the report.

* There was discussion on what to do with the old mower as fixing it would be over $2,000.00. After discussion it was decided to pick the mower up and take it someplace else for another estimate. Council will decide next month whether to get the mower fixed or replace it.

* The to-do list for Adkison and Blacketer is to remove low hanging branches that were not removed last month, sand spots on the ground tank that are starting to rust and paint over the spots, remove Memorial Day flowers from the cemetery and check a stone that was reported damaged, fill a hole in the alley off College Street and continue mowing.

* Report was made by Clerk Barker on cost of lost water from 1-1-17 through 4-30-18.

Street Department

There was much discussion on what to do about parking on Buford Street. Residents of Buford Street between Vine and Albert Streets were sent a letter on 1-9-18 regarding the problems but as

of now they have refused to comply. Decision was tabled until next council meeting on what can be done about the constant problem.

Animal Control

* Tara Miller, Animal Control Officer stated she is now focusing on animals that are outside with no water. She has started a page on Facebook called Wellington MO Animal Control.

* Cemetery Board

* A quote was received for fixing broken stones and we are waiting on another one.

Police Department

* Monthly report was prepared by Lead Officer Andrew Lockhart and reviewed by the Council.

* Clerk Barker reported a reimbursement on insurance of old police car was received.

Collector

* City Collector Mark Schroer presented his report for May 2018. He reported that a check was received from Lafayette County for property taxes in the amount of $454.37.

* Schroer submitted the delinquent water bill report for review and discussion.

* Schroer reported that his office will be closed July 4 in observance of the holiday.

Review

* Florence made a motion, seconded by Rogge to accept the Financial Report and current bills with additions. Motion carried 4-0 in favor. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Florence made a motion seconded by Russell to allow Clerk Barker to make adjustments to the 2017-2018 budget as needed to balance out the year. Motion carried 4-0 in favor. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye. She will present a report of those items at the July 9 meeting.

Other Business

* Mayor Peterson reported that our Engineer and Niendick’s Engineer are waiting for DNR to approve their plan so the project can start.

* Mayor Peterson was asked to contact the owner of the property on 224 to inquire if the door they ordered has arrived and ask that it be installed.

* Mayor Peterson reported that there have been very positive comments regarding the flowers that the 4-H Club placed in the park. Thank you cards were passed around to all council members and employees to sign.

* Mayor Peterson reported that Reade’s Tree Service has made a bid of $250.00 to cut down the tree at Bluff and 5th Street. Employees will dispose of the tree after it has been cut down.

* First reading of the 2018-2019 Final Budget was held. Motion was made by Florence and seconded by Russell to approve the budget. Roll call vote. Motion carried 4-0 in favor. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Second reading of the 2018-2019 Final Budget was held. Motion was made by Rogge and seconded by Councilman Barker to accept the budget. Roll call vote. Motion carried 4-0 in favor. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Mayor Peterson reported that the 4 property owners whose property was not in the City limits were contacted. All have reported that they are in favor of the Voluntary Annexation.

* First reading of Ordinance 2018-02 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Rogge and seconded by Florence to

approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Second reading of Ordinance 2018-02 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Councilman Barker and seconded by Russell to approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* First reading of Ordinance 2018-03 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Florence and seconded by Russell to approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Second reading of Ordinance 2018-03 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. * First reading of Ordinance 2018-04 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Russell and seconded by Councilman Barker to approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Second reading of Ordinance 2018-04 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Florence and seconded by Rogge to approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* First reading of Ordinance 2018-05 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Rogge and seconded by Florence to approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Second reading of Ordinance 2018-05 An Ordinance Annexing Unincorporated Land by the City of Wellington, Missouri was held. Motion was made by Russell and seconded by Councilman Barker to approve the Ordinance. Roll call vote. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

* Councilman Barker reported that he has had complaints from several residents on College Street to put up speed limit signs of 15 mph and Children Playing signs on College Street. The speed limit everywhere in town which is not marked is 15 mph and in the past Children Playing signs were paid for by property owners who requested the signs. Motion was made by Florence and Seconded by Rogge to purchase signs as they too have had numerous complaints of vehicles speeding on College Street. Roll Call vote. Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

With no further business motion was made by Florence and seconded by Russell to close the open meeting and go into closed session as there were personnel issues to discuss. .Motion carried 4-0. Councilman Barker aye, Florence aye, Rogge aye and Russell aye.

Open meeting closed at 8:13 p.m.

Open meeting resumed at 8:33 p.m.

Clerk Barker was asked to place ads in the local papers for a Chief of Police.

As there was no further business a motion was made by Florence and seconded by Russell to adjourn. Motion carried 4-0. Councilman Barker, aye, Florence, aye, Rogge aye and Russell aye.

Mayor Peterson declared the meeting adjourned at 8:34 p.m.
